It researches the origins of municipal legal and administrative institutions in the Early Middle Ages. The author argues that the medieval German city grew out of a pre-existing peasant community, the rural commune. The rural commune was a self-governing peasant association which exercised collective control over its land, and enjoyed a degree of legal autonomy. The medieval city grew out of such a commune, as peasants gradually abandoned their rural holdings and gathered within fortified settlements, which eventually became dominated by local lords. The townspeople often sought legal and economic privileges from the local lord, and used these to achieve a measure of political independence. Economic growth and commercial activity in the medieval German city undermined the power of the feudal lord and gave rise to a class of urban patricians, who dominated local politics and institutions. The author traces these complex developments and urban struggles for freedom and autonomy in rich historical detail, shedding light on the origins of the medieval city.
