Synopsis

In 2009, the Bureau of Labor Statistics (BLS) initiated the Gemini Project to redesign the consumer expendutures (CE) surveys to improve data quality through reducing overall measurement error with a particular focus on underreporting. As part of that project which has included information-gathering meetings, conference sessions, forums, and workshops BLS requested the National Research Council s Committee on National Statistics to convene a panel to provide expert scientific advice on redesign options for the CE surveys.

The Panel on Redesigning the BLS Consumer Expenditure Surveys undertook a review of information from Gemini-sponsored forums on data user needs and statistical methods. The panel also convened a separate workshop on innovative survey designs and commissioned outside analyses of possible redesigns of the CE. Measuring What We Spend is a thorough review of a wide range of options for the redesign of the CE surveys. It presents the panel s conclusions about the many possible uses of the CE surveys and why a redesign is needed, as well as recommendations for next steps to improve this important source of information on U.S. economic activity.
