WARD SYBOUTS is the Director of the Bureau of Educational Research, Service, and Policy at the University of Nebraska at Lincoln. He is the author of The Management of School Activities (Greenwood Press, 1984). He was a public school teacher and administrator for 13 years and has published in several major professional journals.
