It is aimed at the upper-level undergraduate and introductory graduate courses dealing with government regulation. This book will also be useful for professionals actively engaged in the regulatory process, including government officials, regulators, lawyers, business people and other types of decision makers confronted by government regulations. The book is as self-contained as possible but elementary principles of microeconomics will be helpful to the reader. Two major elemens of government regulations are welded together in this book: the politics of regulation with emphasis on whose interests are served and the process that produces government regulations. Readers should find the issues related government regulation stimulating and challenging. Douglas Needham was a professor at Western Kentucky University who died in 1982 after he had completed the bulk of this work. The work of reading the galley proofs and making minor, technical corrections and preparing the index was completed by John C. Wassom. There is a memoriam to Professor Needham after the Preface.
