Having been disappointed again on Monday last, by not receiving from count de Santarem any communication respecting the dismissal of the manding Officer of the Diana, according to his Excellency's frequent promises, I wrote a Letter on the subject to him, and have now the honour to transmit a Copy of it to your Lordship.
