The author, then Chief Signal Officer for the US Army, explains the importance of the data, how it was collected, and the factors that affect rainfall in the region, including elevation, proximity to mountain ranges, and prevailing wind patterns. The data charts show the average monthly precipitation from 0 to 6+ inches, and there are also detailed tables. The author discusses the effects of deforestation and rainfall, as well as the question of recurring droughts, and concludes with his opinion that rainfall patterns show no evidence of significant long-term changes.
