The act grants cities containing more than thirty thousand inhabitants the authority to create a board of public works, and it extends certain powers to cities organized under special charters, including the establishment of a board of public works. The act allows any city or town with less than eight thousand inhabitants and an existing superior court to abolish the court upon the petition of one-third of qualified electors. It also provides for the compensation of mayors of second-class cities and incorporated towns when performing duties as justices of the peace. Additionally, the act amends a previous law relating to the construction of sewers in cities of the second class, making its provisions applicable to cities with a population over four thousand and cities organized under special charter. Furthermore, it provides for funding indebtedness evidenced by warrants and the refunding of bonded indebtedness of incorporated towns, and it amends provisions related to the bonding of county indebtedness. This comprehensive act also addresses the voting of tax aid to railroads, the notification of sub-directors of school districts, the meeting of independent school districts, the construction of street railways along highways, and the use of automatic car couplers.
