Among its many other functions the Quartermaster Corps is the transportation agency of the War Department. Paragraph 388, Field Service Regulations, provides: The movement of troops and their equipment over commercial railways is the function of the Quartermaster Corps, who plan and prepare for the move in conformity with regulations and orders from com ent authority.
