This book posits that a revised municipal accounting system is a bureaucratic necessity and could lead to greater economic and administrative efficiency for the government body implementing the revision. Within the United States, country-wide reform of municipal accounting standards has been challenged by the fact that the many disparate counties, cities, and towns each have their own charters and are related to their states in a variety of ways. Despite these challenges, the author explores examples of states like New York, Ohio and Massachusetts, whose attempts at instituting uniform accounting systems provide useful models. The author also argues that the current lack of standards in accounting for municipal functions in the United States creates a situation ripe for fraud or error, and that a modern, standardized accounting system would create a necessary level of transparency and accountability. As such, the accounting system outlined in this book is placed into a historical context that emphasizes the need for reform in government spending and provides a roadmap for standardizing municipal accounting for greater efficiency and transparency.
