The problem of party government is the incapacity of parties, once in office, to give effect to their intentions. The thesis of the book is that political parties are necessary, important and imperfect. The book describes their significance, and how they work. Each section ends with a chapter discussing possible reforms. The book deals with an important immediate problem: how can the British people organise themselves to govern themselves? Id does so by presenting an authoritiative picture of how British parties work today, and by a calm and judicious review of the case for and against changes in the system, such as proportional representation, altering the influence of trade unions, or introducting 'irregular' partisan appointments in Whitehall. The author draws upon first-hand knowledge of the subject for more than twenty years, for he commenced studying party politics in the era of Winston Churchill and Clement Attlee.
