"Soviet Strategy and Islam" is a study of the origins, evolution and current state of the Soviet use of its official Islamic establishment as a means of increasing its influence among Muslim elites in the Islamic world, especially in the Persian Gulf. It covers Soviet policy towards the Islamic world throughout the 20th century. The second part of the book includes case studies which aim to demonstrate the consistency of the Soviet interest in the Islamic countries since 1900. It concludes with recommendations that US policymakers consider Islamic issues in a broader context than the Arab-Israeli conflict. The author is an historian of Russo-Turkish history. With S. Enders Wimbush he has written "Muslim National Communism in the Soviet Union", "Muslims of the Soviet Empire" and "Mystics and Commissars: Sufism in the Soviet Union".
