Synopsis

The effectiveness of any arms control or disarmament treaty depends on the effectiveness of its verification provisions. Verification is thus a crucial but also a controversial issue. This text examines how, in practice, the effective verification of various urgently needed arms control treaties - including a comprehensive test ban treaty, conventional forces reductions, a fissile material cut-off and a freeze on the development and production of nuclear weapons - can be achieved. The text is the result of a project undertaken by the London Centre for International Peacebuilding and was originally intended to be a working manual for practical use both by those negotiating arms control agreements and those who would be required to implement the procedures. Although this format has subsequently been found to be impractical, the "Handbook" is still considered useful in providing a practical guide to new thinking in the approach to verification. Frank Barnaby has also written "The Automated Battlefield" and co-edited "Emerging Technologies and Military Doctrine" and "Rethinking the Nuclear Weapons Dilemma in Europe".
