In 1990 Zimbabwe embarked on structural adjustment. Many political economists insist that state autonomy is necessary for reform, but this text shows that interest groups can play a crucial role in forcing governments to reduce protection. The author comes to the conclusion that urban industrialists sometimes favour liberalization while farmers may not, contrary to the predictions of others' theory. He reinterprets historical experience with economic policies in Zimbabwe.
