I have heard much faid of the anarchy fince the revolution of July 14th, 1789, and efpecially fince that of the Ioth of Auguft, 1792. - But in my opinion it is not anarchy that is the malady of the political body, but defpotifm and aril''to cracy. I am of opinion; whatever may be faid to the contrary, that it is only from that apocha, which is ~fomuch abufed, that we have had''a beginning of laws and government, notwith fianding fome di?urbances, which are nothing more (than convulfions of expiring royalty, and the laf''t firuggle of a faithlefs'' government again? equality.
