This ysis was made under the direction of Emerson Ross, former Director, and Malcolm B. Catlin, present Director of the Diion of Statistics and of Howard B. Myers, Director of the Diion of Research Of the Work Projects Administration. The report was pre pared by Theodore E. Whiting Of the Diion of Statistics and T. J. Woofter, Jr., of the Diion of Research. Eulalia Wall of the Diion of Statistics assisted in the preparation of the report and in the development Of the unduplicated estimates. Franklin Aaronson of the Diion of Research also contributed to the development of the estimates. Valuable advice concerning a number of technical prob lems was obtained from the Joint Committee on Relief Statistics of the American Public Welfare Association and the American Statistical Association.
