David Hoffman is a barrister practising at 8 King Street Chambers, Manchester, having previously taught law at Somerville College, Oxford.  John Rowe Q.C. is a barrister practising at Byrom Street Chambers, Manchester, a former leader of the Northern Circuit, former Chairman of the Bar and a founder member of the Northern Circuit Free Representation and Advice Scheme.  He was Parliament's Independent Reviewer of the operation of the Prevention of Terrorism Statutes (1993-2001), and this book draws on his experience considering the particular issues raised by terrorism.  He is also an external examiner to the Manchester Metropolitan University Bar Vocational Course
