On August 22, 1996, President William Clinton signed into law the Personal Responsibility and Work Opportunity Act of 1996. Media and goververnment sources portrayed this act as the most important welfare reform since the passage of Social Security in the New Deal 61 years earlier. Biographie de l'auteur

Dr. Ruth G. Krueger has worked for Dakota County in all aspects of public welfare since 1977. In 1993 she did an internship in the Department of Health and Human Services in Washington DC where she worked with the Clinton Administration on welfare reform. She has a Doctorate in Public Administration from the University of Southern California.
