David L. Hayward is an Economist and President of Hayward Consulting Group (www.haywardconsultinggroup.com). Accomplishments include: authoring Valuing A Water Utility for the National Association of Water companies, cabinet-level advisor to governments in 10 developing countries, and 20 years experience in utility regulation including the New Mexico Public Regulation Commission.
