Charles H. W. Foster is Adjunct Research Associate and Lecturer at Harvard’s Kennedy School of Government. He is a former Massachusetts Commissioner of Natural Resources, Secretary of Environmental Affairs, and Dean of the Yale School of Forestry and Environmental Studies.
