He was in the OSS in WW2 and was caught by the Germans and escaped the POW camp and made it back across the lines safely. Before the war he was a stage actor in NYC and after the war he went to Chile in the 1950s and was recruited there by the CIA after he bought the largest English language newspaper. Phillips had a very interesting career at CIA. He became the Western Hemisphere Chief and was the fulltime handler of Lee Harvey Oswald. His cover name was Maurice Bishop. In the 1970s after retiring from CIA he went on the college circuit debating Mark Lane and others. He basically spilled the beans one night to a roomful of students.
