Biographie de l'auteur

Nathan is the director of the Nelson A. Rockfeller Institute of Government, the public policy research arm of the State University of New York. He previously served as a government official of the U.S. Office of Management and Budget, the U.S. Congress, and various special committees of the Department of Health, Education and Welfare.
