Japan's national government, and most of its local governments, have been in conservative hands for more than three decades. Recently, however, the strength of progressive opposition forces has been increasing at the local level. Ellis S. Krauss is Professor of Japanese Politics and Policy Making at the Graduate School of International Relations and Pacific Studies, University of California, San Diego. T. J. Pempel is Director of the Institute of East Asian Studies and Il Han New Professor of Asian Studies and Professor of Political Science at the University of California, Berkeley.
