Synopsis

The essays in this volume set out to examine UK arms control policy in the light of the changes in the international and strategic environments in the whole of the post-war period. They argue that there are a set of strategic, political and economic constraints that any UK government, regardless of its political complexion, will have to face in the closing decade of the 20th century. The first part of the book examines the contexts and constraints which condition UK arms control policy. Among the issues discussed are the "bonfires of the certainties", the "dual imperative" of the UK's nuclear status: the Soviet threat and Anglo-American relations and the economic constraints facing British defence policy and how these might affect the UK's attitudes and approaches to arms control. The second section of the book examines UK arms control policy in six specific areas: strategic and theatre nuclear; conventional and European security; non-proliferation; comprehensive test ban; chemical weapons; and conventional arms transfers.
