The nine essays are: Quebec and the Constitutional Problem; A Constitutional Declaration of Rights; De libro, tributo et quibusdam aliis; Federal Grants to Universities; Some Obstacles to Democracy in Quebec; The Practice and Theory of Federalism; New Treason of the Intellectuals; Federalism, Nationalism and Reason; and Separatist Counter-Revolutionaries.The central argument running through all nine is that federalism, properly understood and properly practised, represents not a compromise imposed on French Canadians but the political framework most capable of protecting their language, culture, and civil rights within a genuinely pluralist state. Trudeau's opposition to Quebec nationalism ? which he regarded as a form of ethnic tribalism incompatible with liberal democratic values ? is argued with particular force in The New Treason of the Intellectuals, where he contends that Quebec intellectuals who embraced separatism had betrayed the universalist principles of the Enlightenment in favour of a narrow ethnic particularism. Federalism, Nationalism and Reason extends this argument into a broader theoretical register, drawing on political philosophy to distinguish legitimate civic patriotism from the irrationalism of ethnic nationalism. The essay on obstacles to democracy in Quebec addresses the Duplessis era's use of the Church and conservative nationalism as instruments of social control, a critique Trudeau had been developing since his Cité Libre years.
