The scale, terms and speed of conversion in the Russian Federation, and the absence of a market economy mean that it is impossible to make direct use of Western experience under Russian conditions. Only the joint and concerted actions of the state, the regions and the newly-fledge private enterprises will allow the conversion process to be conducted with any likelihood of success.
