Synopsis
In 1992 Nepal created democratically elected bodies at district and village levels. The objective was to make local government more attentive to people′s needs and more capable of planning and implementing development activities. John Martinussen reviews the new policies on decentralization in Nepal and investigates how and to what extent they have so far been implemented. This is the first analysis of the new democratic set-up in Nepal as seen from the perspective of both local authorities and the people themselves.
