New Perspectives on European Union Development Cooperation brings together an international team of scholars and development experts to investigate the development policy of the European Union. Although development policy is one of the EU's first common policies, development cooperation with the southern hemisphere has consistently been one of its most controversial issues. The current renegotiation of the Lomé relationship is no exception.European Union development cooperation has so far had mixed results because of high aspirations that sometimes failed to translate into practice. This volume assesses Europe's progress in promoting human rights and democracy—through mainstreaming gender issues, creating a coherent immigration policy, and cooperating with non-governmental organizations—in the southern hemisphere. It also analyzes the EU's plans for renegotiating the Lomé Convention in the light of past experience: Will separating the current trade relationship with the seventy-one state, African, Caribbean and Pacific Group into regional blocs and increasing conditionality in trade have a positive effect?
