Bruce Jones is director of the Managing Global Insecurity initiative, a senior fellow at the Brookings Institution, and director of the Center on International Cooperation at New York University. Carlos Pascual is the United States ambassador to Mexico and former vice president and director of Foreign Policy Studies at the Brookings Institution. Stephen John Stedman is a nonresident senior fellow at the Brookings Institution and a former assistant secretary general and special adviser to the secretary general of the United Nations.
