He analyzed thousands of UN communications and government responses and conducted more than 250 interviews with relevant stakeholders, elaborating on his findings with original case studies and quantitative data. Theodore Piccone is a senior fellow and deputy director for Foreign Policy Studies at the Brookings Institution. Piccone serves as an adviser to the Club of Madrid and has served on the National Security Council, at the State Department and in the Pentagon. He is a coauthor of Shifting the Balance: Obama and the Americas and The Obama Administration and the Americas: Agenda for Change, both published by Brookings.
