The Author: Richard G. Forgette is Professor and Chair in the Department of Political Science at the University of Mississippi. He is the author of The Power of the Purse Strings: Do Congressional Budget Procedures Restrain? and has published works in many scholarly journals. In 1997, Professor Forgette was an American Political Science Association Steiger Congressional Fellow.
