Biographie de l'auteur

Eric Larson (Ph.D., Policy Analysis, Rand Graduate School) is a policy analyst at Rand with nearly two decades of experience, primarily in national security and foreign affairs. Steven W. Popper (Ph.D., Economics, UC Berkeley) is a senior economist in Rand's International Policy Department and serves as Associate Director of the Science and Technology Policy Institute, as well as Professor of Science and Technology Policy in the Rand Graduate School. Caroline S. Wagner (M.A., Science, Technology and Public Policy, George Washington University) serves as the Special Assistant to the Director of the Science and Technology Policy Institute at Rand, as director of outreach for the institute, and as a policy analyst working on science and technology policy issues.
