In May 1998, Rudolph W. Giuliani, the mayor of New York City, convened The Mayor's Advisory Task Force on the City University of New York (CUNY). The task force asked the Council for Aid to Education, a subsidiary of Rand, to conduct an independent analysis of several aspects of CUNY's policies and procedures. Stephen P. Klein (Purdue University, Ph.D., Industrial Psychology) is a senior research scientist at Rand. His areas of research include design and direct studies in the fields of education, criminal justice, health, and military manpower. Maria Orlando (Ph.D. in Quantitative Psychology L.L. Thurstone Psychometric LaboratoryUniversity of North Carolina at Chapel Hill) is a Research Associate at Rand.
