Angel M. Rabasa (PhD, History, Harvard University; Frank Knox Fellow at St. Antony's College, Oxford University) is a senior policy analyst at Rand whose research interests include regional security affairs with a focus on Latin America and Southeast Asia. Cheryl Benard (PhD, University of Vienna) is a senior political scientist at Rand with expertise in Afghanistan, the Middle East, and international education issues. Peter Chalk (PhD, Political Science, University of British Columbia) is an associate political scientist at Rand whose research interests include Southeast Asia, international terrorism, and terrorism and other emerging threats. C. Christine Fair (PhD candidate, South Asian Studies, University of Chicago) is an associate policy analyst at Rand. Theodore Karasik (PhD, History, University of California, Los Angeles) is research director, Rand Center for Middle East Public Policy, and a political scientist in the International Policy and Security Group at Rand. Rollie Lal (PhD, International Relations, School of Advanced International Studies, Johns Hopkins University) is an associate political scientist at Rand. Ian O.
