Its spread owed much to Britain's growing industrialization after the 1760s. Factory magnates and millowners saw the new combinations of workmen as a deadly foe. For a time parliament outlawed the labour unions. But at last, as the economy prospered, tension eased a little. Employers and unions began to talk to each other, and found that negotiations could sometimes avert industrial strife.
