It is now widely accepted that technology is desirable, indeed essential, for growth and development within any economy. However, economists and planners have only recently started to consider the question of applying technology within developing countries. This study examines how best the developing countries can create the potential to exploit technical change. It also stresses the need to take into account the specific conditions within different countries which would lead policy makers to different courses of technical change. After the introduction of the book is split into three main sections. Part II discusses different economic models and how they can be applied to the creation of technological capability. Part III is devoted to sector by sector studies with a summary of the findings for all sectors, in such a form as to make them accessible to policy-makers. Part IV draws on the implications of the research for public policy.
