Synopsis

Fifteen nuclear reactors of the type that exploded at Chernobyl in April 1986 are still operating in Russia, Ukraine and Lithuania. This report defines policy options and prescribes procedures for implementing those options for the acceptable resolution of the nuclear-power safety issues facing the former Soviet Union.
