Previously she was an associate with the law firm of Gary, Thomasson, Hall & Marks Professional Corporation in Corpus Christi, Texas, where she specialized in environmental law. She is the author of Guide to the National Environmental Policy Act: Interpretations, Applications, and Compliance (Quorum Books, 1990). She is also a widely published author of articles in such journals as the Columbia Journal of Environmental Law, Boston College Environmental Affairs Law Review, Environmental Review, Environmental Law, and Environmental Conservation.
