Harry C. Friebel, Ph.D., P.E., D.CE is the founder and president of the publishing company Golden Ratio Publishing, LLC. Dr. Friebel is a hydraulic engineer with the U.S. Army Corps of Engineers (views expressed herein are the authors own and do not represent the views of the U.S. Army Corps of Engineers or Federal government).
