Mr. Leonard is a retired management consultant who has spent the past 15 years researching and writing in this series of books. Prior to retirement he had managed his own consulting practice, worked for a couple of the nation's largest architecture / engineering consulting firms all after leaving government work. In that capacity he had served as the Chief Deputy County Supervisor for the 5th Supervisorial District of Los Angeles County wherein his role had been to plan, design, promote, and prepare ballot language for a public referendum in behalf of rail rapid transit in Los Angeles County. Three earlier referenda had failed at the ballot box but Mr. Leonard's work was received by the voters and has been the foundation for the building of the light rail, rapid transit and commuter rail services since 1980.
