Synopsis

This book chronicles years of police corruption and retaliation engineered by the Houston Internal Affairs Division. This unit conducted a tainted investigation and notified me twenty five years later that the investigation was unsubstantiated. However, this was a ruse. Behind my back, this unit used the tainted investigation as a negative employment reference making numerous false claims without any credible witnesses and with disputed evidence. In fact, the tainted investigation was based on a conspiracy that the internal division help initiate. Because the internal affairs division was part of this conspiracy, they used their investigative resources in a civil matter to assist one of their own officers and a politically connected citizen. Of course, the internal affairs had the option of taking their tainted investigation to a grand jury but that would mean that the internal affairs division would have to submit to an independent non-bias investigation which would have exposed their conspiracy and their corrupt intentions. As I was told by investigators, you don't know your place. So rather than take appropriate steps to charge me and afford me due process, the internal affairs division denied me the opportunity to defense myself and sought to use the tainted investigation to punishment me by blind siding me with their own self-serving narrative. I rather had been charged. My offense was that I sought fairness, justice, and integrity in a corruption system. And like so many black and brown minorities, I was vulnerable to a criminal justice system that automatically looks the other way. Being an educated black man didn't help because education is not a virtue that law enforcement embraces. This book chronicles my inability to get hired in law enforcement because of this tainted investigation which was used against me as political weapon. The book contains documents where elected officials are caught lying after I cross referenced files from the police department with files from my EEOC investigation. As a reader, you will see where the City Attorney's Office lied about receiving exculpatory evidence in order to cover up these conspiracies. I say conspiracies because the first conspiracy was to manipulate an affirmative action promotional list that a Federal Judge ordered. After securing the position despite the conspiracy, the second conspiracy was to use the tainted investigation as a negative employment reference without my knowledge until now 25 years later. I am sharing this story so that citizens understand that justice begins with a fair investigation. At present, there are three barriers to public transparency with respect to investigations: a) confidentiality laws prohibit citizens from receiving certain investigative information, b) officers are denied first amendment rights to speak out against corrupt practices, and c) the absence of an citizen review board with subpoena powers. As a Christian, I know God has the solution and what the enemy meant for harm, God will use for my good. I hope this book elevates the public's awareness and can be used as an instrument to further meaningful criminal justice reform in the area of investigative accountability. At present, I am petitioning the police department for the corrupt file.
