Accompanying it is a preface to the entire work, to which, with the introduction to the part now presented, I invite your attention for such explanations as it has seemed fitting to offer. This work was commenced during the administration of the Honorable Wm. I rwin, continued through that of the Honorable George C. Perkins, and has been in progress thus far within your own term. To the courteous, intelligent, and earnest cooperation of these former governors and yourself, under whose direction it has been prosecuted, allow me to attribute much of the success had in carrying forward and in bringing its results before the public.
