An analytical study of theS cience of Government would demand of the American student that he consider the concrete practice of government as applied in the United States as well as the abstract theories of government in general. These notes, however, are not intended to be of such ambitious scope. It is proposed herein to examine as briefly as may be (1) the most important and fundamental principles applicable to good government everyA vhere; and (2) that portion only of governmental theory in this country that refers to the mutual relations existing under the Constitution between theS tates and the United States. Our first grand division then may be entitled The Science of Government in General; and the second, The Relations of theS tates to the Union. The Science of Government in General may be developed under the following great heads: (1) The origin and nature of government; (2) The limitations upon the powers of government; and (3) The several forms of government, including the primary or simple, the secondary or complex, and the confederated, forms.
