The question, that I have undertaken to submit to the deliberation of this House, is one so prodigiously vast, and so unspeakably important, that there may well be demanded an apology, if not an explanation, from any individual member who presumes to handle so weighty and so difficult a matter. A nd, Sir, had any real difference of opinion existed, I should probably have refrained from the task; but late events have, I fear, proved that the moral condition of our people is unhealthy and even perilous all are pretty nearly agreed that something further must be attempted for their welfare ;and I now venture, therefore, to offer, for the discussion, both matter and opportunity. Surely, Sir, it will not be necessary as a preliminary to this motion to enquire on whom should rest the responsibility of our present condition our duty is to examine the moral state of the country ;to say whether it be safe, honourable, happy, and becoming the dignity of a Christian kingdom ;and, if it be not so, to address ourselves to the cure of evils which, unlike most inveterate and deeplyrooted abuses, though they cannot be suffered to exist without danger, may be removed without the slightest grievance, real or imaginary, to any community or even any individual.
