It seems desirable to state that not only have the references to A cts of Parliament, Official Orders, Reports, and other authorities, been carefully verified, but the proofs of the body of this work have been revised by experts possessing a practical knowledge of poor law administration; while the second A ppendix, describing the operations of the Charity Organization Society, ha been read by Mr. C. S. Loch, Secretary to that Society. As a result of this revision, certain alterations of detail have been made, with Dr. A schrott sgeneral concurrence, in order to ensure absolute accuracy in matters of fact, but I have not thought it necessary to encumber the notes with particulars of each deviation from the original text To the assistance kindly given by the gentlemen referred to, the translation owes a great deaL H.
