Walter F. Hahn is executive editor ofO rbis, a quarterly journal of world affairs published by the Foreign Policy Research Institute of the University of Pennsylvania, and a research assistant of the I nstitute. A graduate ofT emple University, where he also received an M.A. degree, he is a frequent contributor to magazines and journals, including theN ew Leader and theY aleR eview. Mr. Hahn assisted in the preparation of the curriculum for the first National Strategy Seminar for Reserve Officers, held at theN ational War College in Washington, D.C., 1959. John C. Neff, Colonel, United States Army Reserve, is Chief of Staff of the 77th Infantry Division, located inN ew York City, one of six combat divisions in the Army Reserve. A veteran of five campaigns in theE uropean Theater during World War II, he served in the Intelligence Section of the 83d Infantry Division.
