Note to the Reader WRITING a book like the one you have in your hands is a polite form of plagiarism or, better, a kind of mental kleptomania. Into it goes a distillation of ideas and facts from every conceivable source, from conversation and reading, and from study and observation. To assign credits for ideas, opin ions, or expressions would be alien to the purpose of this vol ume, which is to bring alive and make challenging one of the most pressing aspects of our common life. What I have to say in this book is the result of some years of observation and experience among criminals and with crime. For more than six years I have lived with a vivid awareness that our current techniques for handling the problem of crime are pitifully inadequate, that we have been bogged down by misconceptions about crime and criminals, that these inadequacies of technique and these misconceptions are endlessly perpetuated through the usual textbooks and other vehicles of expression. The trouble has been, I think, that writers about crime have approached it from an academic and theoretical standpoint and have rarely, if ever, plunged into the deeps of the offenders very being with him. This I have done, many times. The orientation throughout this volume is both practical and analytical. While most of it is unoriginal the plagiarism and kleptomania mentioned before some of it is novel, at least in the sense that it has not before appeared in a work on crime.

This book was originally published prior to 1923, and represents a reproduction of an important historical work, maintaining the same format as the original work. While some publishers have opted to apply OCR (optical character recognition) technology to the process, we believe this leads to sub-optimal results (frequent typographical errors, strange characters and confusing formatting) and does not adequately preserve the historical character of the original artifact. We believe this work is culturally important in its original archival form. While we strive to adequately clean and digitally enhance the original work, there are occasionally instances where imperfections such as blurred or missing pages, poor pictures or errant marks may have been introduced due to either the quality of the original work or the scanning process itself. Despite these occasional imperfections, we have brought it back into print as part of our ongoing global book preservation commitment, providing customers with access to the best possible historical reprints. We appreciate your understanding of these occasional imperfections, and sincerely hope you enjoy seeing the book in a format as close as possible to that intended by the original publisher.
