Though the question of Northern Epirus is not preeminent among the numerous questions which have arisen since the political waters of Europe were set into violent motion by theW ar, its importance can be measured neither by the numbers of the people involved, norby the seriousness of the dangers that may arise from the disagreement of the two or three nations concerned in the dispute. Northern Epirus is the smallest of the disputed territories in Europe, and its population is not more than 800,000. The question of Poland involves a population of many millions and the imperial aggrandisement of Germany. The question of A lsace-L orraine involves the pride of the French nation, the richest iron mines in the world, and the everlasting menacing ofF rance by Germany. The Epirotic question does not press itself upon the attention of theE nglish speaking peoples because of such weighty considerations. The struggle is not between two nations trying to conquer each other. It is simply on the one hand the unwillingness of theN orthern Epirotes to accept the Albanian rule, and on the other the anxiety of the Albanian chiefs to have theN orthern Epirotes included in the Albania of tomorrow. Possibilities of international difficulties are not expected to ensue from the disagreement of theE pirotes with the A lbanians. If worse comes to worst, there may be a repetition of the comico-tragedy of 1914, during which theN orthern Epirotes rose in revolt against the Albanian rule, and hastened the downfall of aS tate which had been hastily created, and unwisely allowed to govern itself with1 out even elementary knowledge of self-government.
