Synopsis

Unlike some other reproductions of classic texts (1) We have not used OCR(Optical Character Recognition), as this leads to bad quality books with introduced typos. (2) In books where there are images such as portraits, maps, sketches etc We have endeavoured to keep the quality of these images, so they represent accurately the original artefact. Although occasionally there may be certain imperfections with these old texts, we feel they deserve to be made available for future generations to enjoy.

The papers that are here collected were originally delivered as lectures in an Imperial Studies course in the University of London, King sC ollege, during theS ession 1917-18. The original title of the course wasT he Empire and theO uter World, and it was designed to draw the attention of its hearers from an excessive preoccupation with the momentous events taking place on the continent of Europe to a remembrance that Britain strue concern is rather with the affairs of the world as a whole than with the narrower details of purely territorial questions with which the land powers of Europe are so intimately concerned. Unavoidable difficulties prevented the course having so great a unity of subject and treatment as is usually aimed at by the Imperial Studies Committee, but the papers contain so much of interest in themselves that it has been thought well to collect and pubhsh them in a companion volume to others in the Imperial Studies Series. While the volume was passing through the press the ranks of higher journalism sustained a serious loss through the untimely death of Mr. J. E. Mackenzie, one of the last of whose tasks was the correction of the proofs of his article on The Colonial A spirations of Germany.
