This little book, which I offer to the public, in no way presumes to come with the several excellent works upon China which have recently appeared, and from which I have occasionally quoted.
It is merely the outcome of the very close study I have bestowed upon the problems so interesting and absorbing which the recent changes in that country have brought into prominence.
