It is a goo 1maxim in polities, to do to others ,as they do towards us; and in order to prevent a continuance of injuries, it is incumbent on us to check them by a vigorous and timely retaliation. By purfuing a conftant courfe of defenjive operations againft fuch nations as wantonly endeavor to diftrefs our trade, we fhall fpeedily convince them of our increafing ftrength, and teach them the folly of commencing a commercial war with us.
