A sa commercial country, it is our intereft to form a friendly intercourte with fuch nations, as are difpofed to promote the great objects of trade on the principles of reciprocity. To effect this purpofe, we fhould examine the conducl and difpojition of the feveral powers ;and when convinced of their friend (hip, we ought to grant favors, and confer privileges, with the fame degree of liberality, as they appear inclined to act towards us. It is a goo 1maxim in polities, to do to others ,as they do towards us; and in order to prevent a continuance of injuries, it is incumbent on us to check them by a vigorous and timely retaliation. By purfuing a conftant courfe of defenjive operations againft fuch nations as wantonly endeavor to diftrefs our trade, we fhall fpeedily convince them of our increafing ftrength, and teach them the folly of commencing a commercial war with us.
